Navigating Coastal Resilience: Expert Insights from Episode 1 of The Coastline Podcast

The Coastline Podcast welcomes Lori LeBlanc, a recognized leader in coastal restoration and energy policy, to discuss key challenges and solutions facing Louisiana's coast. Hosted by Jackson Logan, this episode explores ExxonMobil's low carbon initiatives, coastal restoration strategies, and funding insights essential to protecting Louisiana's working coast.

The Intersection of Energy and Coastal Challenges

Lori LeBlanc brings extensive expertise in environmental science, coastal restoration, and energy policy. Her background includes serving as Deputy Secretary at Louisiana's Department of Natural Resources, where she plays a key role in advancing energy initiatives. During the episode, Lori reflects on ExxonMobil's focus on carbon capture, hydrogen, and lithium — strategies aimed at meeting global energy demands while advancing decarbonization goals.

"Energy demand is going to continue to increase domestically and globally," Lori says. "So how do we do it in such a way in which these companies are meeting the needs of energy demand throughout the globe, but at the same time meeting decarbonization goals as well?"

Coastal Protection and Funding Solutions

The discussion emphasizes the Louisiana Coastal Protection and Restoration Authority's (CPRA) critical role in driving restoration efforts. Lori highlights the significance of the Gulf of Mexico Energy Security Act (GOMESA), which directs offshore energy revenues toward coastal restoration. While these funds support critical projects, Lori emphasizes the need for sustainable funding solutions as resources like BP oil spill settlements begin to phase out.

"We've been very fortunate to have the revenues from the BP oil spill that have really catapulted our coastal program," Lori says. "But that funding is going to run out."

Advancing Stakeholder Engagement for Project Success

Lori stresses that science alone won't advance coastal resilience — meaningful stakeholder engagement is vital. Transparent communication with local communities ensures public understanding, builds political support, and drives project success.

"You can have the best science," Lori explains, "but if you don’t have the political will and the public will, you won’t get projects done." She highlights that effective engagement means "sitting at the table and having meaningful conversations — not just educating, but really listening."

The Future of Louisiana's Coastline

When asked about the future of Louisiana's coast, Lori points to large-scale projects such as diversions along the Mississippi River as crucial to reversing coastal land loss.

"It’s the river that created our coast. It’s the river that's going to save our coast," she says. "But we have to do it in such a way that we have meaningful stakeholder engagement."

Grant Partnerships Driving Community Protection

Lori also discusses her collaboration with Timbalier Resources on critical grant initiatives. Notably, their work on the Gulf Futures Challenge focuses on reducing flood insurance rates, promoting fortified roofing programs, and advancing energy education.

"The coast is not just the environment, but it’s the people. And it’s the people that live there that make those communities so important to the long-term sustainability of the culture itself."
